minority groups remain fairly consistent, according to the annual analysis of the top 100 degree producers by Black Issues in
Higher Education, a bi-weekly publication. Discounting traditionally black institutions, which have the highest rates, the colleges
tend to be large, public, and reflecting regional demographics.
The analysis was prepared by Victor Borden of Indiana
University and Purdue University. It was based largely on 1994-95
data (in some cases 1995-96 data were available); this is before
reversals of affirmative action affected enrollments in Texas and
California. Borden also looked at the proportion of African-American faculty at the institutions, finding that the average was
only 4 percent.
